There is no secret about who The Clinton Campaign is trying to appeal to with this ad. Wilson and Plame are beloved figures in the netroots, and the Clinton Campaign hopes to win over some younger, anti-war voters with this ad to balance out their generally older, blue-collar coalition.
It is win-win for them, as they can claim they won a broader swath of the electorate in states where they are already favored to win, such as Kentucky and West Virginia, while taking a shot at Oregon's more progressive primary voters.

Too late… I mailed my ballot in on Monday.
Oregon’s vote by mail makes late advertising of questionable value. As of today Multnomah County has received 12% of the ballots. Doesn’t seem like much, but lots more are in the mail too:
